tenants of at-risk Legacy IT Systems are old policy and/or closed benefit lines. Where a Business
Product is not a suitable candidate for Full Transformation, we have defined a range of additional
treatment options that we can use to mitigate the risks of Technical Debt across our core IT Systems,
protecting our ability to pay Citizens.
The Legacy Tech Debt Programme has been established to facilitate and oversee the work needed to
address our Technical Debt.
The requirement for this role is to work on the projects in scope of the DWP Legacy Tech Debt
programme, to support the delivery of the identified IT treatment plans that will provide the right
solution aligned to the as-is business processing.
Job description
You will be working within a transformational multi-disciplinary team (User Researchers, Developers, QAs etc.).
● You will translate business problems and user needs into a set of detailed requirements to deliver value and great outcomes for our users.
● You will lead workshops, interviews, focus groups and utilise other techniques to effectively understand the business problems and user needs.
● You will develop and maintain stakeholder relationships. communicating effectively across both technical and business stakeholders and ensuring the understanding of requirements and acceptance criteria is aligned.
● You will gain a good understanding of the business processes and activities that impact and that are impacted by the product or service. Selecting the appropriate best practice techniques to model business processes, to identify potential process improvements.
● You will take ownership for improving your own knowledge of Business Analysis principles, methods and tools and play an active role within the BA community including coaching and supporting other members, as appropriate. Essential

You will be responsible for the operational stability of the products you build and be in a position to affect change in the on-going robustness and resilience of those products. You will work within, and contribute to, the overall Software Development Lifecycle Process as part of a multi-functional Agile delivery team focused on one or more products. Essential
● Experience in writing software in an open source language of Javascript or Java
● Ensure system robustness, resilience and stability.
● Design and develop reusable libraries and services and promote reuse across the Department.
● Produce comprehensive suites of automated unit and integration tests to ensure code quality.

Job description
The programme will use a hybrid approach to delivery. The teams delivering the new services arelikely to be working in a waterfall fashion as we need to build full services from the outset due tothe requirements but releasing the new service in an agile way (Private Beta focusing on a small number of users to prove the new service and then Full Beta once confidence is built), however the day-to-day team dynamics will draw upon aspects of agile ceremonies (stand-ups, retro’s, velocity and capacity planning etc).
They will work as a Delivery Manager to support at a project level –
● Manage project deliverables end-to-end, ensuring delivery to agreed parameters of quality, time and cost, in line with departmental delivery standards.
● Assist in managing plans, risks, issues and governance for their work.
● Encourage collaboration and good communication within their team, dealing with conflict and helping to establish a positive team culture.
● Work effectively with stakeholders to create and monitor plans and approach, proactively identifying risks and issues
. ● Track and manage progress and budget, contributing to accurate reporting to more senior project managers and/or governance boards.
● Assist consistent communication across internal and external project stakeholders, ensuring consistency with broader project/digital messaging.
● Support the removal of blockers or impediments that affect the delivery plans and be able to develop a plan for difficult situations. Essential
